I'm afraid I'm inclined to agree about the pets at home timothy hay

.
If you want to stick to shop bought hay , people have given good reports from hay they've bought from the range . A good eating hay available on Pets at Home is the Alfalfa King Timothy ( it think it's about £8 a packet so, it's a " treat " hay ).
Naturally, the cheapest way to get hay is from a local farm by the bale - if you have enough room to store it .
Here are some links to online suppliers ( with my overview in brackets ) ...
Dust Free Hay ( can be a bit pricey - but hay is usually good quality, definitely dust free and, if bought in boxes, easy to store )
Hay and Straw ( I get the INGs hay from here and LOVE it ! - However, some members report not being happy with their hay . I have only ever had one duff batch and it was replaced as soon as I let the company know ) .
Natural Hays Rabbit Supplies | The Hay Experts ( lots of choice on this site - this is excellant " treat " hay
Orchard Grass | Hays & Grasses | The Hay Experts )
Timothy Hay | Hay Supplies UK Lovely eating hay ( I've not tried the 2017 batch (yet) . Some years harvests have produced a stalky hay - but it's great as an eating hay with the added advantage this is a UK hay ( a lot of Timothy hay comes from the US ) )
