So, my cousin, who has 2 bonded sows about the age of 3, messaged me a bit ago saying that her younger sow, pumpkin, started making hooting/monkey-sounding noises in her hidey house. she said when she would pet pumpkin, she would stop making the noise, but when left alone, she would continue it. I told her that from my experience, hooting noises like that as typically associated with heart problems and that she should take pumpkin to an emergency vet asap. She says it probably is not that serious, but I am genuinely concerned for pumpkin, as well as the second pig, Recee, since the problem is still left unknown. Pumpkin legitimately sounds like an owl. This is the only example of the noise in question I could find as a recording. If anyone knows what it is, I would genuinely like to know, as I will personally pick up the pig and take her to the vet regardless of what my cousin has to say.
Here is the noise, recorded by someone else a long while back:

Any help would be very appreciated

Any one-off hooting that lasts a few hours is generally caused by a slightly blocked nose and nothing to worry about.
Contact a vet if the hooting doesn't go away on its own in 24 hours or is a frequent problem.

Guinea pig airways are very narrow and small; they are also not mouth breathers. That means that even the tiniest obstruction somewhere is audible and can sound alarming. With hooting the partial obstruction is usually located in the nose and generally disappears after a sneeze. ;)

I was told by her today while I was at work that the piggie has been doing it basically since she's had her, and that they didn't think it was vet worthy. So I guess it's been going on for about 3 years now

They need to take her to a vet if it’s been continuous. One of their welfare rights is having access to vet care when needed. Perhaps try and convince her to take her in. No harm done if nothing is found.
