I agree with lady kelly. He looks to have hurt his eye (the white/cloudiness is ulceration). He needs to see a vet for antibiotic eye drops

See if you can get some decent eye drops and at the same time, get some zyrhromax for the other problem, you should be on the road to getting him better, are you still syringe feeding?

The problem is you can never tell if he is getting enough food as hay makes up 80% of their diet and it's hard to see how much they are getting. Weighing him daily can help to see what's going on with his weight and intake. Offering softened pellets won't hurt either
