They kind of sound like wispering ... but also kind of raspy , why ?

They have a wide range of noises which they use to communicate with other piggies.
Your description is not clear enough to identify the noise

I will try to get a recording , and describe .
It kind of sounds like raspy breathing , or whistling , quite whistling .

If it is a breathing issue - hooting, etc, rather than a communication noise, then she needs to see a vet

How long has it been going on?
Guinea pigs have narrow airways so any obstruction (dust from hay etc) can cause something like this but they will often clear it with a sneeze
Any else requires a vet check. Abnormal sounds when breathing can be a sign of respiratory infection which require treatment.

A few months , but only when being held .
He also shakes a lot too .. why ?

Ok .
My dad doesn't allow that sometimes , thats the only issues , but i'm sure i can persuade him !

If you are a minor, then your dad has a legal responsibility to provide vet care as soon as necessary for any and every animal in your care. It’s non negotiable and if your Dad doesn’t allow you to take them to the vet then keeping animals needs to be reconsidered.
