Wheezing Guinea Pig

Hello guys! So i have been dealing with this issue on and off for about a year now with no answers. My poor baby Obie has been to the vet at-least 4 times. X-rays have been done and each time the vet said it was pneumonia. Every-time his x-ray showed no fluid or "train tracks". He was always given antibiotics and they never cleared up his issue. So it makes me think that it is 100% not an URI. I have heard that it can be related to a heart condition, allergies, and even something blocking his airway. I just am worried now and want to help him since it sounds like he is struggling so hard to breath. Even when he is sitting in his cage, he has a constant wheezing with occasionally coughing. I have done breathing treatments with him, mucinex, and even tried Lasix. Nothing has helped him. I used to use fleece bedding but it became to hard for me to take care of due to my living situation, so a local guinea pig rescue recommended i use these wood chips from tractor supply. I have been using the same hay i always had (Oxbow) and the same pellets (Mazuri). He has a perfect appetite, poops and pees with no problems, and socializes the same with his cage mate. His cage mate has never had any of these issues, so that also makes me think that it is not an URI. I am just looking for some answers or suggestions on this issue! I will attach a video of his breathing below.
 
Do you have any irritants in the room? I’m not sure what to suggest aside from perhaps getting a second opinion from a different vet.
