Does Oreo live with a male (or is Oreo male?) appears to be boar glue. It is sticky when wet and will go rubbery and then hard as it dries. The best thing to do is get it off with warm water before it dries, or cut it out of the hair when dried.
Is his cage mate a male?
If so, does the white lump feel sticky if it is wet. If it is dry does it feel like a hard lump?
If yes to all these questions by guess would be - boar glue (semen).
Cut it out if his hair while you can. It will set like glue and cutting is the only way you can get it off
Boars are just wonderful! If it is on the skin and you can’t cut it out by cutting the hair underneath it, you could attempt to cut a section of it off if it is not 100% dry to stop the weight of it from pulling on his hair and being uncomfortable.
