I have two 16 week old guinea pigs. One weighs 694g and the other 674g is the about right or are they underweight? The smaller one has always been a lot smaller ever since I got him
 
Don't become too concerned about weights. As long as they aren't dropping/adding huge amounts a week that should be fine :)
 
I don't think they sound unreasonable weights at all. Fully grown adults can weigh anywhere between 800-1200g so for 16 week olds they are doing well.
 
Pigs like humans come in shape and sizes , when I get a new resident I weigh him/her for weekly for the first 3 /4 weeks to get an average for that individual
then , the rely on the feel of the pig
get to know the pigs body mass feel has always alerted me to any health issues

Long before kitchen scales became affordable we piggy keepers refared to a pig losing weight as going LIGHT
a very good indicator that there was some health issue , and closer observations were needed
