If you need to cut it to fit the cage then I would wash it twice before you cut it as it will shrink a little. If you don't need to cut it then I would still wash it once to get rid of any loose fibres before you give it to the piggies.
@Jerrybelly is right, Vetbed will shrink in the first few washes so allow a couple of inches on a std 90cm cage. I've stopped worrying about the exact fit nowadays as the piggies don't worry either. So long as it's not too short around the edges.
As a vet bed manufacturer, we tell customers that you do not need to wash it. However if you are going to cut your vet bed fit then it would be worth washing it at least once or twice before cutting to avoid shrinking once cut.
