Do piggy homes have to be 5ft in legth or can they have the floor space on different levels?

The reason for this is that they need to run laps, When they go up a ramp it sort of spoils the umpft.

i've heard before, that one level has to be the minimum size and any additional levels are just extra space and don't count in the necessary space sort of thing (:
