Whilst it kind of looks the same, hay is grass (of different varieties) and so is a leaf full of sugar and nutrients that is dried. Straw is the stem of wheat/barley etc and so is the mechanism that the nutrients use to get to the leafy parts and so doesn't have much by way of its own nutrition.
