Rumblestrutting: At What Point Should We Be Worried?

One of my 6 month old females constantly "rumblestruts" wiggling her bottom and emitting a low rumbling sound at her sister. It's more pronounced when she's on heat, but it's been a daily behaviour since we got them 4 months ago. I've heard this could be a sign of ovarian cysts/ a hormonal problem , how long should we give her before we take her to the vet?
 
She is a bit too young to have ovarian cysts yet; it sounds like she is either a very dominant or hormonal girl. Ovarian cysts appear in adult sows and become more common the older a sow gets; the majority of them doesn't cause any problems.
