Ramp?

How am I able to get my Guinea Pig up and down a ramp? I use treats to persuade him to go up, but he'll ignore and act like it was never there. And when I put him on the '2nd floor,' he'll only go down by walking down the ramp, before turning and falling through the cracks. He won't go fully down!
 
Some piggies really don't like ramps, especially if they are steep.

When you say falling through the cracks? IS the ramp not solid? Can you take a photo of it?
 
You could try to make the ramp less steep (put something under one end). Sides on the ramp make them less scary for the guinea pigs as well. Carpeting the ramp would make it easier to grip on.
 
The ramp is solid plastic, but there is space between the cage and ramp, where he tries to fall through, and is successful. I have tried making it less steep, as the 2nd level hight is adjustable, yet it still doesn't work.

Ramp looks like it would be quite slippery for a guinea pig. Also looks quite narrow. What size is the cage?

If he's not happy to use a ramp you could try a bigger cage to give him more space on the one level. That shelf area also looks quite small so maybe he doesn't feel very safe on there.
