Honestly, I'm not completely certain but I think he is a crested silkie unless that would be considered a Coronet at that point? He has his crest and his hair is long but not excessively like a Sheltie or Peruvian. The longest portion of his hair is where a tail would be, I call it his little rat tail.

my late Jerry had that bum fluff and I cut it off once and it never grew back 
I was gutted because it looked so cute but at the time he had runny pops and I was bothered incase they got stuck in it
