Only One Guinea Pig Uses Ramp.. Help?

I've had my two guinea pigs since May last year, beautiful short haired girls named Oreo and Bambi. They have a large and spacious 2 storey hutch. For the first few months of having them I only let them use the top storey, then eventually introduced the ramp. It has very good grip and is not too steep. Bambi took to it straight away after bribing them with treats and will happily run between the two floors. However Oreo is not so keen. I've tried putting her on the bottom floor and see if she'll run up but she wont even try! We tried putting veggies down then ramp but Bambi eats them all before Oreo can try... Any help or ideas please? Thank you!
 
Guinea pigs aren't natural climbers and sometimes don't feel safe on ramps. Sometimes it is the grip on the surface and some owners have had success putting some carpet on the ramp.

My OH has made me sides for my ramp . I also use a ramp tunnel . I got mine from c and e cosies.

I too got my ramp tunnel from C and E cosies. My piggies used the ramp as soon as I introduced the tunnel.

I have also carpeted my ramp as Emma won't use it without the carpet being underneath the tunnel.
