Not Sure What He Wants

Hey guys I have recently purchased a new male guinea pig to eventually try and bond the older and younger one together but anytime they are in the same room the older guinea pig doesn't stop whining, would just like an opinion. I only put them side by side like this today as I saw that this can help, other times the cage was the opposite side of my room, but at night I move the smaller cage to a different room or else I couldn't sleep. :/
