My horrible luck with bonding...

Why can’t I bond!? I’ve tried three different combos over months. Cinnamon + Marble (ended in a bloody fight), Marble + Toffee (had to separate because toffee had a bad respiratory infection and I didn’t want to stress Toffee out. which is now cleared.), Cinnamon + Toffee (Tried a little after Toffee got better. And 5 minutes in they were already facing each other and chattering.). And now that Toffee has been better for two months and I need more space in my room for a new desk I’m trying to bond marble and him. I’m not even sure if they were bonded in the first place within those two weeks. Marble had constantly bullied him to the point he was scared to eat. NOW it’s Toffee that bites marble when he even comes near him. I put out toys, hay, veggies, and everything a piggie can dream of on a blankie that had neither of their scent. And marble couldn’t even hump toffee without him nipping. 30 min in I felt as if there was no progress. Marble had given up and lied down for a nap while Toffee grazed.. Only progress I saw was that they groomed themselves in front of each other. Please, I am so desperate. What should I do? Should I try letting them live in the cage together? Should I try to bond cinnamon and Toffee? Should I just leave them in cages all side to side like I do know? (It’s the only tactic that’s working but I really need more space I have 5 big cages in my room with one guinea pig each!) Anyways, please give me helpful advice because I am SO stuck...
 
Can you tell us more about where you are conducting the bonding? Is it neutral territory or one of the cages? Have you allowed the boys to meet through cage bars first?
