My gp is twitching? Is it seizures?

I have been taking my guinea pig to the vet for the last three months. He had started to sneeze a lot and get white discharge from his nose and was struggling and making noises when breathing. He had a cage mate at this time who sadly passed away in May as he didnt recover well and start to eat again after a surgery for dental disease.

For the last 3 months, the vet just consistently places him on Baytril solution. I have felt they weren't doing enough and I phone a lot because of this.

He has in the past month recovered a lot from the URI symptoms with just the occasional sneeze but can someone explain what this is? He is a bright piggy, he runs around a lot and is eating well and excited about food. Its just a random jolt whilst he tries to dkeep maybe every few minutes. I explained this to the vet but they didnt comment on it. It looks like a hiccup or something. I have a video I will try to attach.
