My female guinea pig continiously mounts my other female guinea pig. What's wrong with her?

I have a one year old and a 9 month old guinea pig. The 9 month old would sometimes mount the other one when I first got her, and the other one would do the same. It began to settle down and only happen every so often. Now it's been happening frequently and the 9 month old wont stop. Literally it happens every few minutes it seems. This has only been going on for a few days so far. My other guinea pig is getting stressed out and I'm surprised she's not really fighting back. The oldest use to be the dominant one and now she just lets it happen. I don't know if she's in heat or what. It doesn't seem to be a dominance thing at this point.
 
How long have you had them? Did you check to make sure they’re both females? If so, it may just be a strong season. It may appear stressful but I don’t the other pig is stressed. What makes you think she is?

The vet told me they are both female. The youngest I got about 6 months ago.
 
Whining is just submissive behaviour so nothing to worry about. It may just be a strong season. It should calm down soon enough I think.
 
Mounting is a normal dominance behaviour between female piggies, and as @Siikibam says it can be more intense when one of the girls is in season. If your girl seems to be constantly asserting her dominance and being hormonal and this is going on all the time, you might have the vet give her a routine check for ovarian cysts- but given her young age it is more likely to just be strong teenage hormones!

If you have two girls and the mounting never stops outside a season, I would contact a vet. In a few cases, hormonal problems can start very early on; earlier than we normally see ovarian cysts making an appearance.
