Making a cage liner, advice?

Hello!
I'm going to attempt to make a cage liner for my C&C cage as my girls burrow and mess all of the fleece up! I've seen tutorials about making a liner and was wondering instead of buying a mattress topper can I use 7oz wadding? As I have quite a bit of it and don't have the money to purchase anything else.
What would I need as waterproof bottom layer? And would the wadding even work?

What would you recommend to use as a waterproof layer? So it'd be fleece, 7oz wadding & ... ?

You can use a shower curtain if you cannot source the fabric, make sure its fabric based and not the thin plastic kind.
