Litter tray bedding

I have two litter trays in my piggies' house and am currently using hay in them. The hay is really good as it means they actually use the toilets, but gets very soiled because it isn't absorbent. I have to change it all out every day, which feels wasteful. I am trying to find a bedding that can sit at the bottom of the trays to absorb the pee so the hay on top can stay cleaner. I've tried wooden pellets but they just ate them. Does anyone have any recommendations of litter that they won't eat/is safe for them to eat, is absorbent and doesn't smell.

Wood shavings or a puppy pad (although you would have to be careful they didn’t try and eat that) would work.

However, while an absorbent bedding at the bottom will stop urine sitting in the bottom of the tray, the hay will still be peed on so areas of wet hay and bedding will still need to be thrown away and replaced every day.
(I use just shavings and hay everywhere in my cages)
 
When I used litter trays, I would filled them with this recycled pelleted paper bedding. I really liked how absorbent they were, just not the recurring cost.

When I upgraded the guinea pig’s cage I made the back panel of chloroplast as tall as the grids so that hay would not fall out (and my walls would be protected from their pee). Now, I just give them big piles of hay along the back wall with a fleece underneath. This works much better for me.
