Yes it could be mite egg casings.
Mites themselves are not visible to the human eye but their egg casings affixed to the hair shaft are visible.
Please have her seen by a vet for a diagnosis and correct prescription strength course of treatment.
Please do not attempt to treat it yourself or buy anything online as the products are not likely to be of good enough strength or correctly dosed to treat the problem. You thereby risk the issue recurring due to be insufficient treatment and also risking resistance forming
