I'm pretty sure it's dominant behavior but I just wanted to check

It is a dominance thing. the one who is doing the action is the dominant piggy.
It is the same as a pecking order. one who is pecked most is at the bottom therefore the piggy being mounted most is bottom piggy

I have a theory that all boars are gay and will hump anything!

Just check that you have definitely got two boars.

It is a dominance thing but keep a watch-out that the submissive one isn't getting hurt ... or humped too hard!
