How to stop her from going under her fleece?

So I have a cage that is 3/4 fleece and 1/4 wood pellets. My guinea pig gets under the fleece and I'm not sure what to put down. I don't want to do all fleece so that's out. I use binder clips around the edges which works great but where the fleece ends and the pellets begin is where she goes under. I've heard of bricks, but what kind? Also I've read about velcro but I'm afraid it would get dirty with the pellets as they break up when they get wet. Whatever I use HAS to be safe if she ate some of it, she likes to chew and will eat whole cardboard boxes, not tear them apart, eat them @)
 
We simply throw a second fleece in all bunched up. They seem to like burrowing under and play chase under it. They also are having so much fun they ignore the main fleece they are living on.
 
I use pebbles to help weigh down the corners as Sprout was notorious for pulling it up. Nothing huge like red bricks, just something small but heavy enough to keep it down
