I wouldn't think a vet is going to cut their hair - you can ask.
Hair cutting is something you can do yourself

Staining isnt concerning - in white piggies its going to happen - but you need to ensure she isnt sitting in pee

Ok I just clean there cage once a week. And put in more hay everyday what u mean sitting in pee

If bedding isn’t being changed often enough. That means poop picking 1-2 times a day but as you are using a disposable bedding, also removing wet areas of shavings/paper bedding and bedding hay every day (particularly high traffic areas such as the area under hides)

I clean mine out every few days as they are sheltie cross and they have long hair that collect wood shavings, hay, etc.
