Is a four by seven c&c cage big enough for four piggies?

4x7 is more than enough for 4 pigs. The recommended size for 4 pigs is 2x6. Your pigs will be very happy in a 4x7.
 
one flat floor space has to meet the minimum requirements. upper levels don't count but are a nice bonus for piggies who use them :)
 
Ok great! I have four on the bottom and two mums on the middle with eight babies and then my neutered male on top, which the girls can go up to the top and visit.
 
I couldnt see pic when I posted. I thought you meant you have a flat level that's 4x7. If you count all the levels, and combine them, then that doesn't count as 4x7.
 
The minimum ground space recommendation for 4 guinea pigs is 2x6 ft, which is about the equivalent of a 2x5 grid cage. The more ground space you can provide the better. ;)
