hey, i need advice on why my guinea pig sometimes has yellow lips and he doesnt really get the zoomies

Perhaps he has eaten something which is turning his lips yellow.
Regarding the zoomies -
Does he have a companion? A lonely piggy is less likely to show excited behaviours.
How old is he? An older piggy is less likely to do zoomies.
