Does he live alone?
Does the skin look sore or flaky below it?

It's hard to tell from a photo as to whether it could be scabs or boar glue

It looks red and sore in the first picture. What is the skin like underneath it?

Hi

It looks to me like your boy has stuck his nose into something damp he shouldn't have that has dried into his hair.
Pink skin will automatically look pinker because you are seeing more of it with hair not distributed evenly. Check whether the skin itself is not crusty.

See whether a gentle wipe with a damp rag can soften some of the dried-in stuff (which could be dried pee). If not, it could be boar glue (dried white semen fluid mixed with bit of much from the anus in your case); in this case, you have to wait until falls off on its own because 'boar glue' is a very descriptive name.
Boar Care: Bits, Bums & Baths

If in any doubt, please see a vet.
