I think my piggy fats has cauliflower willy, but I'm not sure.his foreskin is huge and frilly and it sticks out and he drags it on floor. Can guinea pigs get this or are they born that way?

They can develop it. It is actually not the penis head istself but the penis shaft sac sticking out and not being fully retracted.

Thank you for your advice.can anything be done to fix it?
Sadly not. You have to continue to the check the area for signs infection during your weekly health check and weigh-in and keep it clean/mild disinfectant if needed. More care advice in the link in my last post.
