Hay Sitting at the Bottom of Front Teeth

One of my guinea pigs is three, she always seems to be in good health when I look her over. However, for the past few months, I've noticed the hay will always just be sitting at the bottom of her lower front teeth. Not always just one or two pieces, but she will have a whole blob of hay just sitting at the root of it. Is this something I should be concerned about? None of my other piggies have this problem. Thanks!
 
One of my boars (Red) gets this sometimes. I check his teeth and gums at his weekly weigh in and remove any food or hay stuck around his teeth very gently with a cotton wool bud as rotting food around the gums can cause cheilitis.
