Second cut timothy is fine for eating for piggies. It’s softer and contains more leaves than first cut timothy which is stalkier (although first cut is also good for them to eat, it’s just tougher stalks and not all piggies will like it ). Timothy tends to not be used as bedding though. Soft meadow hay is best used for bedding.
