Hair Loss on Belly

I have four guinea pigs that live in a large C&C cage (9x2). They are at all healthy weight and have normal guinea pig behavior. But one of them (Pumpkin) who is the oldest at 2 years old has thinning hair on her belly and sides. Like I said, her behavior and weight is perfectly normal. She's eating well, pooping well, etc.. We brought her to the vet for this and she gave us oral ivermectin that we gave to all the pigs for four weeks. Her fur should've at least started to grow back after a month, but it's been over eight months. It's not balding in patches and her skin is not flaky. I have a suspicion she's eating her fur but I can't be sure. I thought it might be a vitamin c deficiency and added more vitamin c rich veggies in her diet but it's not doing much. My mother made it clear to me she doesn't want to bring her to the vet again unless it's very important because she says it's too expensive. What am I supposed to do?
 
Please do have her checked by a vet for potential ovarian cysts. Losing hair on the belly and sides in a piggy of that age can be a sign of them. They are common in sows from around 2 years of age.
