Guinea-pigs won't use the ramp

My 3 sows live in a 2 storey hutch but they won't use the ramp. I tried putting one of them upstairs and she sat by the ramp but wouldn't go down, she started to but then must have got scared or something because she stopped herself after a few seconds and turned round. I think she wanted to go down so eventually I put her downstairs because she has access to the run from downstairs and I didn't want her missing out on that. It's not a very big hutch anyway so I'd prefer if the guinea-pigs used both levels. I've tried tempting them with food but they won't use it. Just in case they don't use it I've put a water bottle, food and hay on both floors but is there any way I can get them to use it?
 
They may just need a bit more time, how long did you give them? My pigs have a single storey, but when my rabbits got their double storey, I put one upstairs and one downstairs. One of them got it within half an hour, the other took about a day!
