Guinea pig dandruff / Itching

My silkie / sheltie guinea pig Rick has a lot of dandruff and flaking skin on his back end which irritates him a lot if I touch it. The vet took a lot of scrapings but could only find one mite which she said could be dead and it could also be fungal. I’ve been treating with ivermectin 2 weeks apart but it hasn’t cleared up the problem. I’ve also tried F10 antifungal shampoo in case is a fungal skin infection but that didn’t get rid of it either. I’ve been doing all the usual deep cleans of the cage. Does anyone have any advice? Does it look more like mites or fungal?

Rick is beautiful 😍 I hope someone can help with this. My piggies were on fleece this week and we're scratching alot. They are back on woodshavings (P@H) and seems to be scratching less (touch wood). I don't know if it's the cause of a coincidence. Good luck with this issue.
