He’s not acting sleepy or refusing to eat or anything, he’s as more active than he’s ever been in fact.
 
I’m not sure to be honest. Your photo isn’t too clear. Does it feel dry? How long has it been there? Hopefully it will drop off of its own accord soon enough.
 
I agree. It looks like the start of cheilitis which is brought on by bacteria getting in to a crack or by feeding too much acidic fruit such as apples and tomatoes. Your piggy will need to see a vet for the correct diagnosis and treatment
