One or several buckets with ammonia soaked rags in them and keep them saturated so that there is a slight smell of ammonia around that area. Take them and place the around where the foxes are seen. Most animals can't stand the smell of it and will stay away or go away.
Make sure the wire is strong enough and there are multiple strong bolts.
Hopefully someone will be along with more advice. Foxes are very clever and can get around a simple latch easily.
we had problems with foxes a few years back, and in the end i had to ring a fox expert for help, anyway, one of the ways to deter them( and this is true ) is to put mens urine around the boundary of your property, apparently they hate it, !>>> funny but my husband was not keen on the idea of weeing up our fences every night, so i cant tell you if it worked!
There are some deterrant ideas in this thread but never tried them myself so I couldn't say how effective they are. The photo in the opening post shows the importance of having extra strong wire mesh as well as obviously the rest of the hutch being secure:
