hi I have now washed my fleece 3 times

And it won't wick. Have just tried it with my mattress protecter under neath it. And the water just made the fleece really wet and nothing went thou to the mattress protected.

Have been using surf washing power what have I been doing wrong
 
:D It may just be a different type of fleece. Most of my fleece is sky blue, but I have a couple of bits in baby blue. I have washed them all in exactly the same way, but the baby blue does not wick as well as the sky blue. Yet as far as I can tell, they are both the same. The sky blue fleece looks and feels "used" but the baby blue fleece still feels "New". :hmm:
 
It's maybe a fleece of natural fibers which means it wont wick. If you dont have a label then you can test it by burning it. Be careful when you do this and do it outside over concrete or a metal bucket or something also have some water nearby just incase. Cut a very small section, get some salad tongs or long tweezers or something. Use the tongs to hold the fleece and carefully touch a lighter to the edge for a second. If it goes on fire blow it out but it should only char the edge if you do it properly. Let it cool and then touch it. If it looks and feels like melted plastic at the edge then it is polyester which is what you want. If it is powdery or crumbly then it is natural fiber which wont work.
Are you using fabric softner? It will stop the fleece wicking, it needs to be just detergent. I've never used surf before but check it doesn't have fabric softner in it, it might be a 2in1 detergent.
You could try a different detergent and/or washing at a higher temprature
 
The other thought is what is your mattress protector made from? Mine has a cotton side and a.n.other side (not sure what, the whole thing is labelled 100% cotton) and if I have my protector the wrong way up the fleece doesn't wick, presumably because there is something repellent below it. Turn it over and it works perfectly.
 
Right so I have tried the mattress protected the other way round and that's not the problem :-(. So I have now got some bio washing gel as I have read somewhere that this is better to use. Well I hope so. It know doing my nut in.

It's probably not you - probably the fabric. Just recently I had a new primark fleece. Washed it 3 times with aerial bio on hot wash. That would usually do the trick. Put it in the cage, within an hour could see little puddles......:hb:.
It was so frustrating. So I then washed it twice more in aerial and then once in a Fairy non bio and hey presto, it wicks and is in use. I have no die why my usual prep failed - must be the fleece, that's all I can think.
Don't give up.

Does your washing powder contain softener? That seals the surface.

Some fleeces don't wick as well as others.
 
Don't use softener or washing powder/gel with added softener. Some fleeces take a while to wick properly (make sure yours is 100% polyester) The mattress cover should be 100% cotton & should be face down I think :)
