Fights over burrow pocket

My two guinea pigs have 2 burrow pickets in they're cage wich is basically a price if felt that's then looped over its self to allow them to burrow. For the longest time pippa wouldn't use hers but now she fights cleo for hers. No blood or scratches but the both push into the blue pocket then site for a few minutes before a high pitched squeak and cleo is forced out. There's a second pocket but the won't use it. I've tried swapping the locations of each pocket but then they use the one on the fight over location and ignore the other. I'm not sure what to do as Cleo feels safe burrowed and is happy so I don't wanna remove it but I don't know what to do
 
Tried taking the blue pocket out and leaving the purple but they refuse to use it and only use ether pocket if it's in a specific spot
 
The general advice is if there is an item/hidey etc which causes an issue, then remove it

I tried to remove both after they refused to acknowledge the second one and pippa just paced in the area of was in while cleo seemed ok. Is that alright?
 
Yes that’s fine. it’s the case that the dominant piggy will always have the pick of the best items but it seems they’ve both decided that one is the best item!
You may be able to put it back in, in time And see how it goes
