Hi

It is either hair having come out with a dried crust from an overspilling eye (most likely from some not fully absorbed milky eye cleaning fluid which dries into a solid white blob). In which case the hair will grow back and you do not have anything to do about it. Or - less likely - it could be the start of ringworm, in which case quite distinctive fungal exudate crusts should be forming on the bald patch; usually ringworm starts either with a blood scab from scratching or a fungal bloom - your picture isn't showing either.

This link here is about the different eye fluids and gunks. Sometimes the tear duct can be a little blocked and any of the eye fluids can end up outside the eye; the same as our eyes can spill over: Guinea pig body quirks - What is normal and what not?

Our Ringworm Care guide linkcontains reference pictures of how fungal crusts look around an eye at the onset in the last chapter of the guide, so you can see for yourself if that is happening. The fungal crusts are quite distinctive: Ringworm: Hygiene, Care And Pictures

I hope that this helps you?
