Dry skin?

Our 3 year old boar, Len, has been an itchy little thing since we rescued him 2 years ago. We initially tried spot on treatments (on advice of the vet) which appeared to work but then stopped working.
He has intermittent episodes of scratching and chewing the hair off a specific area of his rump. He managed two hefty bald patches recently so back we went to the vets. The vet gave him a thorough check and said there was no sign of bacterial, parasitical or fungal infection and wondered if he might have a touch of arthritis but didn't really think it was that as his mobility was good. She advised using hibiscrub and seeing if it improved again.
This week he's been scratching again and when we brushed him through today quite a bit of flaky skin came off. It's not red and doesn't appear sore to the touch. Our other boar (and previous boars) have always been fine and no sign of anything spreading.
It kind of looks like dandruff and he's moulting quite a bit at the moment which I wondered if it might be due to the unseasonably cold weather and the heating still being on
Is it possible that Len has dry skin and if so is there anything out there we could help moisturise him with? It
 
I had a bunny here once called Todd who had terribly dandruff at the base of his neck and around his shoulders. It turned out to be "walking dandruff" aka cheyletiella.
It cleared up with a three treatment course of xeno and hibiscrubbing the area.
Of course this may not be the case with your piggy
It might be worth asking your vet about it though?

Thanks. We've been using xeno and hibiscrub for, well years now and it's not made a noticeable difference. We've also taken him to the vet several times now and either been recommended putting a spot on just in case or that he's healthy and it might be behavioural. It does tend to come in waves and the only thing it corresponds to is when he moults (which he tends to do a few times a year). We had another vet nurse suggest it could be to do with his scent gland but so far we're really at a loss as to how to help him be a bit more comfy.
