Dominance Issues

I have to male guinea pigs. One of them is the Alfa, or dominant one. And the Alfa gets what he wants when he wants it. If the other guinea pig has something that the Alfa wants, the Alfa will take it. And that causes the other guinea pig to be afraid to do things, and be more shy. Is there any way to give the other guinea pig more confidence without causing them to fight? Is there any way I can prevent this, or make it better? :ple:
 
I think that the continent one is pulling out hair from the other one, is that normal? Is any of this normal? I am confused:help:
