Hard to see what you are referring to in the picture, looks to me like there could be some hairloss so I would definitely say to get to a vets for a check over to see what's causing it
 
Is it red? Are there any wounds? You’ve just bonded him with a new friend haven’t you? Have you seen any fighting? I’d definitely get a vet to take a look. I’m sure it will be sorted in no time.
 
I agree that it is also quite hard to see, but it does look like he has a bit of a skin condition going on.
I would definitely get him along to a vet for a check up asap.
The good news is that skin conditions can usually be quite easily treated with a proper diagnosis and medication from a vet.
