So I'm currently bonding my two guinea pigs both females. Ones 4 weeks one is about 1. The older one is definitely dominant. She's licking the little ones face, nibbling the ear a little, sometimes if the little one gets close she's chase her away. Is this normal? How do I know it's a successful bond? Right now my older one is laying down watching the little one eat hay.

Here's a picture of them

I’d give them some hours before putting them in the cage. Make sure it’s thoroughly cleaned and doesn’t smell of either of them. You can also put in some hides that only the baby will be able to get into.

So I out them in the same cage and there both laying down in the same hideout. This is a good sign right? Casey my older guinea pig does not seem to have a problem with toffee (Younger pig) Casey let toffee drink out of her water bottle with no problem at all.

Casey is in the front and toffee is laying behind her.

This all sounds absolutely fine. The bonding process and establishing their relwt will continue for a couple of weeks now they are together. Read the links added that have been added in as they explain dominance behaviours
