I'm having a look at hutch liners, ginge will be going into an indoor hutch to begin with until his proper outdoor hutch arrives. I've had a look at ziggys piggies and I'm trying to work out, will his hemp bedding go beneath the liner or on top. It sounds so stupid but I'm totally lost

The cage liners from Ziggy's Piggies have an absorbent centre so, you don't need to use any hemp bedding underneath.
 
I put puppy pads below my cage liners. But there are usually never many wet spots on them. I just like having something under my cage liners.
 
It's OK if you want to - but you'll probably find you don't need to. Be careful wih towels though - make sure the fleece covers the towel completely. You don't want a guinea pigs claw getting caught in a loop of the towelling
