Has anyone used this as a cage? I'm worried the ramps might be to steep. Thank you

Looks more like a rat cage to me, guinea pigs are not climbers so single-level space is more important than multiple levels

Totally agree, height is irrelavent for Guineas. They like long and flat so plenty of space to zoom around and popcorn. I would recommend looking into c&c cage builds which are more suited and a lot cheaper than the cage pictured above.
