I want to buy a ramp for my pigs, I’m wondering if this is too steep.
For reference the measuring tape is stretched 26 inches long here.

That looks to be too steep. If you do a search there is a thread on ramps.
 
I agree that is too steep. Can you either significantly extend the length of the ramp (to make the gradient lower) or put a “landing” part way and then a return. @Tim built one like that for @Mother Hubbard - here is the relevant thread Tim'll Fix It

I found a woodworker who’d be willing to make me a 45 x 13 inch ramp that can sturdily attach to the cage and hold the pigs’ weight!
