A cage liner usually consists of fleece - absorbent layer - fleece. So you're sandwiching the absorbent layer inside the fleeces.
They work by drawing the urine, spilled water etc through the first layer of fleece and into the absorbent layer so that the fleece is nice and dry for your piggies feet

They are ever so easy to make. Lots of good youtube vids by people like squeakdreams piggiepigpigs and sugarandspicepiggies.
I love having them. I use mini liners under any hidies. I also use hay trays to encouraging weeing away from the fleece area.
