Hello I adapted some bedding incontinence pads into small pee pads. They are made of an absorbent top layer, wadding and plastic backing. I change them daily and they wash and work really well. They dry very easily.
You can buy them quite cheaply from Amazon etc and I used a normal sewing machine to adapt them.

As long as the wading/batting is made of an absorbent material I think they work well.
What I would say is that you should avoid heavy cotton (slow drying and can be smelly) or polyester/nylon mixes as they don't absorb at all.
Materials designed for incontinence products or nappies are usually the best, and my personal favourite is Zorb (but it's not always easy to get outside of the US).
