Bullying or just dominance?

Assuming there is a difference!

We have 2 piggies who are roughly 8 months old. One (Scratchy) is beyond doubt 'the boss', if the other (Zuma) comes near him, more often than not he flicks his head at him and makes him run away. Although they do have more serious tiffs (where Zuma gets chased around and we get chattering), most of the time it is just a case of Zuma creeps towards Scratchy and then sprints off when Scratchy turns towards him.

Also if we pet Zuma, Scratchy will come over and poke him away (and then refuse to let us pet him(!))

I'm not overly concerned, they have hay dotted all over the cage so even if Scratchy is guarding one lot of hay, Zuma can go to another (though he tends not to(!)), plus we have lots of popcorning sometimes, but I'm curious as to whether this is normal for piggies or whether we have a problem (or will have soon).

It's often as if Zuma is going 'let's be friends!' and Scratchy is all 'Nooo, get away from me!'.
 
Sounds like teenage boar behaviour. They should settle once they are through there 'hormonal' period as they grow up to be big boars. I would only start to worry if your less dominant pig cant reach his food or water, but like you said, they seem to be able to. And the popcorning shows they cant be too unhappy. They should in theory settle.
