I will try to make this as short yet detailed as possible.

My girlfriend and I had a guinea pig (Reeses) who is about 1 year old now. We recently got another piggy (Peludo) about 3 weeks ago. I would estimate he's about 10 weeks old (guessing he was about 6 when we got him). Enough with the background.

So we brought Peludo home and before I did my research, I plopped him into the cage with Reeses. Knowing what I know now, they were doing a normal dominance display. This display included rumble strutting, teeth chattering, butt dragging, mounting, etc. Peludo proceeded to front mount Reeses and begin the motions of "love making". After this quick session, Peludo ran to the other side of the cage and I noticed he was bleeding. Reeses had bit Peludo's penis!

So since then we've had them separate. We've let them mingle and meet on neutral grounds and they seemed to be getting along fine. Yesterday we moved to a new apartment and also decided to switch from wood shavings to towels and fleece. Since it was a new place and new bedding we tried them together again. They seemed to be getting along GREAT! they were playing tag and popcorning. I was in heaven!

About a 45 minutes into it they began the dominance dance again. I let them continue as I watched diligently. They began mounting again and again Reeses bit Peludo's penis. Peludo didn't scream, cry, or make a squeek. The only reason I would have known was because Peludo began licking himself.

What should I do about this?

I would separate as blood has been drawn. Before introducing them it should have been done outside the cage and slowly. I feel it is too late now.

By the way I think you should get the babys penis checked out at the vet just to make sure there is no damage.
