Best Type of Bedding

So my pair of sows have got urine scald on their back feet (under treatment). They’re on shavings but I’m wondering if fleece is better than shavings?

It is difficult to be hoenst if piggies sit in their wee they are prone to it regardless. Fleece needs changing often so it is not wet under their feet if they lie where they wee.
